Finnish Citizenship Language Requirement: YKI Level 3 and Other Ways to Prove It

Finnish citizenship needs satisfactory Finnish or Swedish, usually YKI level 3, and 8 years' residence. What Migri accepts and how to prepare for the test.
To become a Finnish citizen you need at least satisfactory spoken and written Finnish or Swedish (or Finnish or Finland-Swedish sign language if you have a speech or hearing impairment). The most common proof is the National Certificate of Language Proficiency (YKI) at level 3 or higher — the intermediate level. Migri also accepts the Civil Service Language Proficiency Certificate and certain Finnish school and vocational certificates. You must have the certificate before you apply. For applications from 1 October 2024, the residence requirement is 8 years.
What Migri requires
According to the Finnish Immigration Service (Migri), you must have at least satisfactory skills in spoken and written Finnish or spoken and written Swedish to obtain citizenship. You must obtain a certificate of your language skills before you apply and attach it to the application. In some cases you can request an exception to the language requirement.

The residence requirement
For applications submitted from 1 October 2024, Migri says you must currently live in Finland and have lived there for the past 8 years, with residence that is and always has been legal and supported by a permit. Applications submitted earlier followed the old rules: 5 years continuous or 7 years in total. Other requirements include identity, integrity, paid obligations and sufficient means of support.
What "satisfactory" level means
Migri describes YKI level 3 as the intermediate level. You can handle everyday situations, understand the main points of clear speech about familiar topics, and write simple connected text. For life in Finland: dealing with Kela, the health centre and your landlord, and writing a short formal message.
Finnish or Swedish?
Both are national languages, and either one qualifies. Swedish is a Category I language in the US Foreign Service Institute's scale (about 24 weeks of full-time training) while Finnish is Category III (about 44 weeks), so English speakers generally reach a given level faster in Swedish. But Finnish is the majority language in most of Finland, so it is usually the more useful choice for daily life outside Swedish-speaking areas.
How to prepare for YKI
- Register early — YKI sessions fill up.
- Train both the spoken and written skills Migri requires.
- Build everyday vocabulary around work, housing, health and public services.
- Speak daily: Language Lab's Finnish and Swedish courses rehearse real-life situations with a voice tutor.

These show the core of intermediate Finnish: polite conditional forms (haluaisin, voisitteko), past tenses, location cases (Tampereella) and reasons with koska. You don't need perfect case endings everywhere — you need to get your message across clearly.
A preparation plan for YKI level 3
- Months 1–3: pronunciation, everyday vocabulary, present tense and the location cases.
- Months 4–6: past tense, conditional for polite requests, and spoken Finnish (mä, sä, mennään).
- Months 7–9: writing short messages and complaints; listening to real Yle news in simple Finnish (selkouutiset).
- Months 10–12: timed practice in all skills and booking the YKI test well in advance.
Common mistakes
Learning only textbook Finnish leaves learners lost when people speak naturally — practise both forms. Another common mistake is leaving the certificate to the end: Migri wants it attached to the application, so plan the test months before you reach 8 years' residence.
