YKI Test for Finnish Citizenship: Level 3
By Language Lab editorial team
The YKI intermediate test is the usual proof of Finnish or Swedish for citizenship: grade 3 in two subtests, the accepted pairings, and why you sit all four.

For Finnish citizenship you need a certificate of your skills in Finnish or Swedish, and the National Certificate of Language Proficiency, the YKI, at intermediate level or higher is the usual way to get it. Intermediate level grade 3 corresponds to CEFR B1. The Finnish Immigration Service, Migri, requires at least grade 3 in two subtests, but only in certain pairings: speaking with writing, listening with writing, or reading with speaking. You must take all four subtests on the same test day, or you receive no certificate at all. Two separate certificates can be combined if together they form an accepted pairing, except that tests taken before 1 January 2012 cannot be combined. Intermediate Finnish tests fill up fast, so register the day registration opens.
What Migri accepts
| Subtest pairing | Accepted for citizenship |
|---|---|
| Speaking + writing | Yes |
| Listening + writing | Yes |
| Reading + speaking | Yes |
| Listening + reading | No |
| Speaking + listening | No |
The rule is that one productive skill, speaking or writing, must be in the pair. Grade 3 in the two listed subtests is the minimum; higher grades and the advanced level are also accepted. The Finnish National Agency for Education, which runs the YKI, puts it simply: taking the test at the intermediate level or higher is enough to prove your language skills for citizenship.
Why you must sit all four parts
The Agency's guidance for citizenship applicants is explicit: it is important to participate in all four subtests, otherwise you will not be given a YKI certificate at all, and you must complete the entire examination on the same test day. You cannot book only speaking and writing to save time. If one of your two target subtests falls short, the other grades on the certificate may still combine with a later certificate.
Combining two certificates
Migri allows two separate certificates that together form an accepted combination of subtests. Grade 3 in speaking from one sitting and grade 3 in writing from another works. The exception is age: a YKI test completed before 1 January 2012 cannot be combined with another certificate.
What level 3 means
Intermediate level grade 3 corresponds to CEFR B1: you can follow the main points of clear speech on familiar matters, describe experiences and plans, and write simple connected text. For Finnish that means handling the Kela office, a doctor's appointment and a parent-teacher meeting without a translator. The intermediate test is set at levels 3 and 4; the basic test covers 1 and 2 and the advanced test 5 and 6.
Booking
- Check Migri's citizenship page for the current acceptable pairings before you book.
- Register as soon as registration opens: the Agency reports that intermediate Finnish tests have been booked up increasingly fast in recent years.
- Book all four subtests on the same day; a partial sitting yields no certificate.
- Keep the paper certificate; Migri reads the grades per subtest.
Other ways to prove the language
The YKI is not the only route. Migri's language-skills page lists alternatives such as Finnish or Swedish studies completed as part of basic education or upper secondary school, and civil service language certificates, which the Agency announced would be abolished with tests ending on 30 June 2026. For most adults who learned Finnish in Finland as immigrants, the YKI intermediate test is the practical path.
